An RSS feed is a type of web file that is read by a program or web based service called an aggregator (sometimes called a feed reader or a news reader). An aggregator allows a user to subscribe to RSS feeds produced by blogs that they want to read and whenever the blogs they read update, the newest entries are placed into the aggregator for the user to read. This allows the user to read all the blogs that he or she wants to in one centeralized location and allows the user to only read the blogs that have recently updated. A list of aggregators is available here. Each blogger at Primary Monitor Blog has their own feed and a feed is available for all of the blogs.
